(a) For the Ministers concerned to authorise the

despatch of the telegram as already drafted, despite the Chiefs of Staff opinion on the military aspects of the case: or

(b) To have a Conference tomorrow morning between the Chiefs of Staff and representatives of the Foreign Office and Colonial Office, to reconsider the whole matter.

I should be glad if you would let me know the wishes of your Secretary of State as soon as possible, in order that I may make the necessary arrangements.

I am sending a copy of this letter to Mr. Sterndale Bennett of the Foreign Office and to the Chiefs of Staff.
